The specific objective of this programme was to demonstrate a workable approach to harvest patent data addressing the monitoring and analytical objectives for low-carbon technologies. This involved a special focus on:

• The degree of transnational and international co-operation
• The geographic location of both production and ownership of knowledge
• Transnational and international diffusion of technological and scientific knowledge.  

The specific objective contributed to improving the empirical basis on which to make knowledge triangle policies.
