Specific Analysis on the Regional Dimensions of Investment in Research II

Description

The project aims to carry out a specific analysis of ten European regions for a better understanding of key socio- economic and policy issues and trends with regard to R&D in different types of European regions and draw conclusions relevant to the Lisbon objectives. The main rationale of this specific project is the support of policy learning through better understanding of different types of regional economies and their research system. The results of the analysis shall give policy makers useful ideas of how identified research policy challenges can be tackled and what kind of efficient means can be identified for improving the performance of the regional economy and research system.

Main goals


The specific objective of the study is to collect and analyse information for a better understanding of the socioeconomic context of selected regions and provide an assessment of their respective research system.
The main goals of the study are:
  • To identify trends with regard to R&D and innovation in selected European regions
  • To identify key research policy issues relevant for the improvement of the technological performance, the knowledge creation and absorption capacities of the regional economy and finally
  • To observe correlations
  • To assess the impact of policies on the level of investments in research and the impact of research investments on regional economic development, and
  • To identify R&D and innovation policy challenges, successes and failures, conflicts and synergies between different policies and the overall policy context

Main activities


The analysis of the regions and the synthesis of the results follow the typology of regions developed in a previous IPTS study. The project team selected the following ten EU regions for analysis, from a list proposed by IPTS covering five types of regions:
  • Illes Baleares- Spain
  • Corse, France
  • Sachsen, Germany
  • Lorraine, France
  • Emilia Romagna, Italy
  • Scotland, UK
  • Bayern, Germany
  • Vastsverige, Sweden
  • Midi- Pyrennes, France
  • Etela- Suomi, Finland
Within this context, the main activities of the study were the following:
  • Gathering of regional data beyond those published by Eurostat, describing the knowledge base and the economic structure of the selected ten European regions
  • Analysis of the knowledge base and economic structure of ten European regions with emphasis on R&D investment and its contribution to the regional development. Furthermore, the contribution of the national and regional public RTD policies in supporting regions to address the challenges posed by the new knowledge economy is assessed.  
  • Development of a methodology for the  assessment of RTD and related policies
  • Synthesis of the findings in the ten regions drawing conclusions about national RTD policies that can reinforce regional development processes

Results

Based on the ten regional case studies the final report presents successes and failures of R&D policy in relation to the specific economic context, the structural characteristics and innovative potential of the regions and finally draws conclusions on RTD policies that can contribute to the reinforcement of regional development and to the Lisbon objectives.
