Hannes Leo has been analysing various dimensions of innovative activities and innovation policy for about 20 years.

He has been responsible for large scale national and international research projects in this and related areas (technology, innovation and policy advice (tip), Competitiveness Report of DG Enterprise, Sectoral Innovation Watch (Europe Innova)) and for various policy consulting projects.

Recently he has been involved in studying the interaction between innovation and the business cycle, worked on the allocation of responsibilities between regional, national and European institutions (fiscal federalism), the interaction between innovation policy and other policy fields (competition policy, regulation, education, labour market policies, standardization, etc.) and has advised the Austrian Council in drafting the forthcoming Austrian RTI Strategy 2020. He was also responsible for drafting the chapter on “Developing and European Innovation Policy” in the background report of the 2005 Competitiveness Report.
