The Institute of Public Administration of Tallinn University of Technology is active since 1992 and hosts 6 full chairs (Chair of Innovation Policy and Technology Governance, Chair of Regional Policy, Chair of Governance, Chair of Public Management and Public Policy, Chair of Philosophy, and Chair of Psychology) with an academic staff over 25 (including 9 professors).
Over the last years the Institute has gone through rapid expansion and development and this has resulted in the recruitment of leading academics both in technology governance, innovation, development economics and related fields and public management and policy. Thus, currently the Institute has the leading expertise in innovation, technology governance and public management and policy on international level.
The Institute of Public Administration is the main body at Tallinn University of Technology that is carrying out academic research in the fields of
innovation and
technology policy in Estonia. The technical nature of TUT and the internationally recognised competencies of the Institute (in the fields public administration and governance, policy transfer, regional development, innovation, economic development, small states etc.) allow the Institute to provide an interdisciplinary approach to academic research by bringing together the latest scientific excellence in technical sciences and social sciences. This provides a unique environment for studying the impacts of contemporary global, mainly technology-based, developments on the processes and principles of state governance and public administration.
The project team has been involved and is currently involved in several projects related to evaluation of R&D projects and policies. Several of them have been carried out in co-operation with
PRAXIS Center for Policy Studies, a think tank focused on policy analysis and evaluation.
